Good afternoon,

As we enter the month of March and begin to look forward to some warmer weather, Pat Elwell (NCS Transportation Director) and I wanted to take an opportunity to update our community on the two EV buses we are currently operating in our fleet. As you recall, NCS was the recipient of a federal EPA grant in 2022 which covered the vast majority of expenses for both the buses as well as related charging infrastructure. Our district was appreciative of the community support and willingness to take a small step towards EV implementation. We feel it is important to provide folks with information on their performance, particularly given the cold winter we have experienced and the fact that the NYS EV bus mandate is still in effect.

Since these EV buses entered our fleet in the spring of 2024, we have found that on most days, these buses perform well and that they can meet our daily needs for most bus routes to and from school. The buses are quiet, and in other ways feel very similar to our diesel fleet. While we have endured a few software/charging glitches, overall performance has been adequate. As such, we expect to utilize these buses to their fullest potential and to the end of their useful lives, ensuring we maximize the return on the EPA grant monies we received.

What cannot be ignored, however, is that these EV buses also present challenges and have proven to be limiting in numerous ways. While introducing several EV buses has proven to be manageable on most days, transitioning to a full fleet of EV buses would be impractical and frankly impossible given what we have learned about EV function, cost, and necessary infrastructure to support a larger or full EV bus fleet. A few key points to note:

Function: We have found that the performance of these buses diminishes significantly the further the temperature falls below freezing; this winter’s weather has been a true test. We have experienced challenges with heating the buses, along with an increased frequency/demand of charging during the day which drives up operating costs. Even in decent weather, these buses do not have the range for our longest bus routes, most athletic contests, or extra-curricular trips. While diesel buses provide us consistency and flexibility, we simply do not see the same outcomes with our EV buses and on the coldest of days, we cannot operate one or both buses due to range/heating issues.

Cost: When we acquired our buses through the EPA grant in 2023, the cost was for each bus was $390,000. Today, an similarly equipped EV bus costs sit at $435,485 and $481,472 (for a larger EV battery option requiring level 3 charging). This is of great concern given the cost of a diesel bus in 2023 was $150,630 and is currently $167,784. These cost differentials are staggering and raise serious questions as to how districts can balance budgets/remain fiscally responsible should these differentials remain unchanged.

Further, we have learned this winter that operating EV buses do drive up electric costs when factoring in regular charging, increased utility costs, delivery costs, and the necessity to charge during the day (peak time thus higher rates) when it is cold. The district has carefully been tracking data on the cost to operate EV buses vs. diesel and the most current data tells us that daily operation of an EV bus is 3-5x more expensive than a diesel bus, dependent upon weather conditions, electric rates, and diesel costs which are far more predictable.

Infrastructure Challenges: Currently, NCS is near maximum capacity when it comes to adding further EV buses to our fleet as there is not adequate grid power to support broader expansion. These grid challenges are ever-present throughout our county and unfortunately, this situation has led to the delay or abandonment of housing projects and business development across our region. Given the declining populations/school enrollment we and other communities have been seeing for decades, this is concerning news and it further raises questions about the feasibility of implementing this EV bus mandate as written.

Procedural Questions: School law requires that bus purchases (including EV bus purchases) are approved by community referendum votes. To date, schools have been provided with zero guidance as to what steps must be taken should these referendum votes fail. Understanding what next steps look like should a proposition fail are essential for district planning, both short-term and long-term.

While we recognize the fact that we should take reasonable steps to be stewards of our environment, we cannot ignore the fact that should this mandate remain in place, the consequences could be significant for our students and community tax payers. NCS, like most regional districts, is striving to be fiscally responsible in an environment where foundation aid increases are projected at 1% and other costs are increasing up to 20%. This mandate is placing tremendous emphasis on how our kids get to and from school. What we cannot lose sight of is what can we provide our kids in school in terms of programming/support once they arrive and how can we foster growth and development in our region? These areas must remain the highest of priorities. The idea that schools can absorb such cost increases related to EV buses (differential in cost/operation between EV buses and diesel) without impacting other areas is a fallacy and the lack of grid capacity, coupled with functional limitations of these buses, further raises questions as to the efficacy of this mandate.

Again, the NYS EV bus mandate remains in place. As a district, we have and will continue to share our EV bus story including both the points of success as well as the significant challenges/limitations, ensuring that factual data and authentic experiences (not assumptions or opinions) illustrate that story. We have shared this information with many local NYS representatives. They are listening, acknowledging EV bus realities, and advocating for us accordingly and for that we are incredibly grateful.

Naples CSD has applied for the available two-year EV bus waiver and as such has no plans for further EV purchases at this point in time. It is our hope that NYS considers significant changes with this mandate or potential repeal given the realities around EV bus implementation that are now abundantly clear.

We also recognize that opinions on EV buses, or other EV initiatives may vary and we respect that. Rotary Club Food Drive Saturday, March 7th

Rotary Club’s Next Drive-thru Food Drive is March 7

The Rotary Club of Pittsford’s next monthly drive-thru food drive is scheduled Saturday (March 7) from 9 am to noon at the Pittsford Sutherland High School bus loop. Rotarians and Interact Club members will be collecting at the drive rain, snow or shine.

Donations will support the Pittsford Food Cupboard and the Nazareth University Oak Tree Food Pantry. In addition, a portion of this month’s donations will support the development of a Little Food Pantry, an Eagle Scout project of Ethan Ingalsbe, who will be at Saturday’s drive. He plans to open the pantry at St. Paul’s Evangelical Lutheran Church in Pittsford and is seeking materials and food to stock the pantry.

The Oak Tree Pantry serves those with food insecurity in the Nazareth community. The pantry has an ongoing need for granola bars, pasta, peanut butter, soap and other hygiene products.

The drive also will collect donations of gently used, current magazines for distribution to area human service organizations. The club conducts the drives the first Saturday of the month all year with an occasional change of date to avoid holiday and event conflicts.

With his profession as a home inspector obviously we're in favor, but, for the past 5 years at least, home inspections were discouraged. You were practically forced into signing off on one, along with no attorney approval! Both of these are put into place to protect the homebuyer, as well as the seller. Not having these or signing off leaves the buyer in a bad situation. Not much recourse if something is wrong with the house. Many people have a home inspection AFTER they're in the house, which is good but now they are finding out their new house has hidden issues, expensive ones. The basement walls were covered over so you couldn't see the wet walls or moisture. It's especially telling when the basement is freshly painted, hiding mildew and mold. Or you "couldn't get access to the attic". Now you've moved in and got up there to find it's covered in mold or a large support beam is broken. Maybe a crack was hidden behind a curtain or dresser. Or a rug was over the floor, under it a major crack. So many issues get disquised, now you need to get them fixed and it's a lot of money that you just don't have.

A few weeks ago, Jim bought a new 2025 Ford F-150 Pick-up truck from Van Bortel Ford. He had been planning on keeping his 2018 going but was toying with getting a new truck. This happens, a lot, ice build up gets heavy, then it'll either melt or slide down onto the gutters. OPINION: PROTECT HOMEBUYERS' RIGHT TO A HOME INSPECTION

Too many buyers feel pressure to waive the inspection. It puts them at huge financial risk and tilts the real estate market toward corporate buyers and the wealthy.

The housing market, with low inventory and high demand, has created a bargaining chip of the inspection waiver. Buyers feel pressured to waive the home inspection to compete. They bid blind on "as-is" listings without opportunity to fairly evaluate their purchase and with often - large earnest deposit forfeit if they back out.

Desperate buyers can be pushed into a dangerous game of chance, often finding they have no choice but to waive the home inspection. Some sales require a waiver for an offer to even be considered.

But buying a home without an inspection leaves families exposed to potentially catastrophic financial and health risks. Buyers could unknowingly purchase a "money pit" or "sick home", saddling them with unexpected costly repairs or health-threatening conditions. Bills before the Legislature (S8729/A9629) would protect buyers' right to a home inspection. It's an essential, common-sense measure to restore fairness to home sales and ensure that professional support in due diligence is not a luxury, but a right. Similar to general practitioner doctors - professionals prepared to evaluate complex body systems, inspectors examine homes as a whole, explain conditions to their client, and call for tests or specialists if needed. A license is required for home inspectors, with mandatory training, standards of practice and ethics, insurance requirements and continuing education. The written report, which reveals defects and hazards not commonly visible to the untrained, must be objective and unbiased.

The "protection" offered by the Property Condition Disclosure Law is inadequate: Sellers are only required to respond "to the best of their knowledge" and can just check "unknown" on the form. Some even lie. Lawsuits and formal complaints by emotionally, physically and financially exhausted new homeowners are rare.

The entry of savvy "corporate" buyers into the residential market is generating a class system where the wealthy can absorb waiver surprises, while average/lower-income buyers, desperate for a home, may conclude that they must waive inspection to compete, becoming exposed to life-altering risks with no safety net.

Under 'Right to Home Inspection Legislation', home inspection would not be mandated. Instead, homebuyers would have the right to an inspection and the time to get that done. They could withdraw with deposit refund if the property is found to be unacceptable. Offers or purchase agreements waiving the inspection right would be prohibited, with substantial penalties for violations.

The bill would also reduce liability for sellers and agents, who can be exposed to "sleeper claims" from undisclosed problems discovered after closing. Home inspection strengthens the portfolios of mortgage and insurance companies by helping to find and deal with problems early. It would also support public welfare and the tax base by reducing foreclosures, ruined credit, homelessness and abandoned homes.

The truly affordable home is not so much the one you can afford to buy, but rather the one you can afford to keep. Consumers need to be protected in what's often the largest purchase of a lifetime. Guaranteeing homebuyer access to inspection can level the playing field, protect vulnerable citizens and do much to see that the American Dream of homeownership doesn't become a nightmare. We need it now, to restore what had been the common and accepted practice of inspection in buying a home, and to bring fairness back to the marketplace.

Jim got a new truck!! From the best! Van Bortel Ford!

We know, Jim has always said he loves "Big Red" his 2018 Ford F-150 truck and wouldn't let it go.,,,, However, he's been debating, get a new truck or try to keep 2018 going. He wasn't having any problems with the 2018 and it has a lot of life still in it! But, he started to check out 2025/2026 trucks just for fun! There are some particular features Ford has that others don't which he depends on. For instance the entry keypad. When Jim is doing a home inspection many times he's back and forth, in & out of his truck, if he accidentally leaves his keys in it then he's stuck, but not with a Ford! The keypad allows his keys to stay in the truck and all he has to do is lock (or unlock) it from the keypad. In addition, he needs a special length truck bed for his ladders, Van Bortel found the right truck with this requirement and all his other requests! His truck is aluminum, lighter weight and many more special Ford features. So naturally, a new truck HAS to have these, and this 2025 has these and more to make life easier on him while he's driving and doing inspections.

It even has a generator! Who would have thought! Just imagine all the things you could power up right from the truck, especially camping or other outdoor activities! It has a desk, so he can sit in his truck and write his reports (with the heat or a/c on!) And the driving assist is increditble, just set it especially driving highway, hands free! The truck adjusts speed, lane changing, even passing slower vehicles, Wild! What technology! Yes, he bought a 2025 Ford F-150 from Van Bortel Ford. Next Pittsford Rotary Drive-thru Food Drive Feb. 7

The Rotary Club of Pittsford’s next monthly drive-thru food drive is scheduled Saturday (Feb. 7) from 9 am to noon at the Pittsford Sutherland High School bus loop. Rotarians and Interact Club members will be collecting at the drive rain, snow or shine.

The Pittsford Food Cupboard plays a crucial role in addressing food insecurity within our community. Donations help ensure that local families have access to essential food items and will promote well-being and stability. See the cupboard’s list of current needs.

The Oak Tree Pantry serves those with food insecurity in the Nazareth community. The pantry has an ongoing need for granola bars, pasta, peanut butter, soap and other hygiene products.

The drive also will collect donations of gently used, current magazines for distribution to area human service organizations. The club conducts the drives the first Saturday of the month all year with an occasional change of date to avoid holiday and event conflicts.
