These steps are most likely beyond repair. Years of neglect and severe winters have caused these steps to require replacement. Some of the possible replacement materials may include re-pouring concrete, installing a presure treated or cedar wood step system, or the new plastic deck materials. On-going pointing maintenance is very important on brick and concrete mortar joints. Applying a concrete sealer is always a good idea on older, soft brick.
